Allow option to choose which pay period will not have benefits deducted

System does not give a choice on which pay period does not have benefit deductions on months that have three pay periods. (We pay biweekly, and deduct twice a month). System forces us to have deductions come out on the first and second pay periods of the month. It would be helpful to have the option to have deductions come out on the second and third pay periods, especially when there is open enrollment and folks are still settling on their new deductions. It gives us all a little more time to ensure all new deductions are correct.
