Allow users to set up adjust balances on a separate menu rather than needing to open each employee.

In modern, the set up adjust balances menu for payroll is on the employee record. That needs to be it's own menu. I don't want to visit each employee record to enter leave adjustments. I want to enter one employee and keep going. I suggest the Payroll > Processing menu at the end.
