Allow admins to access other user profiles to troubleshoot

Allow admins to select a user to view as, to see what apps employees have access to. I have a number of employees who are able to access/view apps that they should not be able to. I had an executive view user able to navigate and view things in MIP that they should not have been able to. This feature could also mimic the view of the user to refine what they have access to.
