Allow Managers to Change Document IDs

I would like a feature be enabled to allow System Managers the ability to change Document IDs. This will allow any mishaps that have occurred to be fixed much faster then memorizing, changing, deleting etc

I think the System Manager can also delegate this down as a potential right, however leaving it at the Manager level would also suffice.
