Bank Rec - Create transactions from bank statements for items that aren't in MIP

Microix is adding some of this functionality shortly but not all orgs can afford Microix.

Quickbooks has this feature and it helps them add a transaction from an item they notice in their reconciliation that is not in their accounting system yet. Typically, this would create cash receipts or journal vouchers. Intacct also has the ability to identify money in the bank as AR Receipts, assign them to open invoices, and apply them from bank rec.

This would really avoid us needing to get a merchant service in the future to take credit cards for AR and just say use any and we'll pick it up after the fact.
