Warning for Locked Bank Rec's

Is there a way to alert a user if they are about to post a JV or CR to a month that has already been locked by person in charge of reconciling bank account? I do not like that I am not informed if someone has made an entry that unbalances my bank accounts. I also do not see that it is no longer in balance because it stays locked and shows balanced until you unlock and click on a different tab.
