Allow employee Cost Center to be more like a distribution code

If we could have one Cost Center name with multiple distributions it would be helpful because I have multiple positions that are split funding. The employee shouldn't have to split their time up, I'd rather the system do it. For example, if an employee chooses "satellite office" the Cost center distribution will actually go to the two programs setup in a set percentage. Much like the Distribution Codes in the Accounting Module.
